Short Description: The Senior Business Subject Matter Expert consults with the client to define the needs for problems, conduct research, perform studies & surveys to obtain data, & analyze problems to advise & make recommendations on business & technical solutions. Complete Description: The Department of Health, Bureau of Information Technology seeks a skilled resource to assist with the DSF to AquaLogic conversion. Overview: The current state Department of Health (DOH) Web site has a large amount of information regarding programs. Much of this information is either outdated or no longer relevant to the day-to-day functions of the department. The site has become difficult to navigate for both internal and external users. The goal of this project is to successfully perform inventory, reorganize, and migrate web content/information from the Department's existing main public web site (www.health.state.pa.us) and internal web site from the PA-DSF Platform to the BEA AquaLogic platform by 12/31/2009 per the mandate from the Office of Administration. The Public Health Information Network (PHIN) Requirements govern the transfer of electronic public health information over the internet. CDC requires that each state health department ensure that electronic information systems are secure and have the appropriate level of availability and that they support data exchange using administrative and physical safeguards that conform to current standards. The PHIN is driven by the National Preparedness Goals which specifically indicate that jurisdictions are to focus resources on achieving and sustaining risk-based target levels of capability to prevent, protect against, respond to, and recover from major events. National Preparedness Goals and the National Response Plan impart on the state jurisdictions the requirements to identify, inventory, and preserve critical information technology (IT) infrastructure frameworks, and to strengthen capacities to gather, analyze, disseminate and use information to support public health prevention and response efforts. The focus of this project is to ensure that critical public health information can be securely disseminated to the CDC. The PA DOH website currently uses a Dynamic Site Framework (DSF) system for secure file sharing over the internet. The DSF system is known to contain security risks related to the Public Key Infrastructure (PKI) for user authentication and authorization during access. As a result, the PA DOH is upgrading to the Commonwealth AquaLogic standard for secure file sharing over the internet. This upgrade will ensure that secure file sharing is achieved and meets PHIN requirements for system security and that the systems supporting the exchange of the data use the current electronic safeguards required by the PHIN security requirements.
